JOIN US: California Businesses for Affordable Health Care (CABAH)
California businesses—especially small and mid-sized employers—are working hard to offer health care coverage to their employees. But proposed health care mandates by state lawmakers could put that commitment at risk.
CABAH brings together business groups and employers to urge lawmakers to oppose costly health care mandates that threaten businesses’ ability to offer health benefits to employees and their families.
What California Businesses Are Facing
California lawmakers have introduced numerous bills again in 2026 that would mandate costly treatments and services that would benefit few people but would drive up premium costs by hundreds of millions of dollars.
These increased premium costs leave employers with tough decisions – such as choosing between giving raises to employees or continuing to provide health care benefits.
These cost-driving proposals directly conflict with the goals of California’s Office of Health Care Affordability (OHCA), which was established to rein in rising health care costs and promote long-term affordability.

- With 83% of Californians considering making health care more affordable an extremely or very important priority for state lawmakers, we call on our senators and assemblymembers to prioritize both affordability and access, not costly mandates that threaten both.
